Dr. Liu Ying holds a Ph.D. from Xidian University and an EMBA from the University of Maryland. She is a member of the China Civil Aviation Administration (CAAC) Expert Group on Unmanned Aircraft Service Providers and a member of the International Civil Aviation Organization (ICAO) Advanced Air Mobility Study Group (AAM SG). She contributed to the development of the mandatory national standard GB 46750-2025, Civil Unmanned Aircraft Systems Operation Identification Specifications. Formerly R&D Manager for Boeing China, Dr. Liu founded ARCGine Technologies in 2022. The company specializes in BVLOS autonomous flight and low-altitude traffic management, with flagship products including the DronelD® series, the RGS remote identification ground station series, SafeSky® software system, and advanced autonomous flight systems.
